Russian National Committee for Non-Ionizing Radiation Protection (RNCNRP) is an all-Russian scientific commission in the field of electromagnetobiology, radiobiology and hygiene of non-ionizing radiation. The Russian National Committee for Non-Ionizing Radiation Protection (RNCNRP) was established in accordance with the decision of the Russian Scientific Commission on Radiation Protection under the Government of the Russian Federation dated January 28, 1997.

The basis for the creation of the RNCNRP was the decision of the Interdepartmental Commission on Environmental Safety of the Security Council of the Russian Federation to create a scientific coordination structure in the field of electromagnetic safety (1996). On behalf of the Security Council, the creation of the RNCNRP was supervised by the Secretary of the Interdepartmental Commission on Environmental Safety, PhD in Physics and Mathematics V.F. Menshchikov.

The preparatory work for the organization of the RNCNRP was carried out by
Prof. Dr. Sc. (Med.) Grigoryev Yu. G. and Dr. Sc. (Biology) Grigoryev O. A.
The first composition of the RNCSNI, along with its organizers, included Academician Shandala M. G., Prof. Pal’tsev Yu. P., Dr. Sc. (Med.) Nikitina V. N., Prof. Shikhodyrov V. V., Prof. Kholodov Yu. A., Prof. Lukyanova S. N., Ph.D. (Phys. and Mathematics) Tishchenko V. A., Prof. Davydov B. I., Ph.D. (Med.) Zuev V. G., Ph.D. (Phys. and Mathematics) Bingi V. N., Ph.D. (Biology) Rubtsova N. B., Ph.D. (Med.) Pokhodzey L. V. and Ph.D. (Biology) Merkulov.

The first Scientific Secretary of the RNCNRP was Ph.D. (Biology). Bicheldey, later replaced by V.A. Alekseeva. After several changes in the system of organization of interdepartmental commissions, in 2012 the RNCNRP was transformed into an independent scientific commission, retaining the functions of an independent expert and advisory body.

The main activity of the RNCNRP is the formation of an independent professional scientific community of highly qualified specialists capable of solving expert and scientific problems at the highest level in the field of protection from non-ionizing radiation of humans and the environment. [1]
Basic provisions of the charter, goals and objectives of the RNCNRP: scientific support for a comprehensive solution to the problems of protection from non-ionizing radiation of humans and the environment, development of recommendations for reducing damage from exposure to non-ionizing types of radiation, scientific support for measures to protect public health in conditions of contact with an electromagnetic field.

The RNCNRP maintains working relations with the International Programme on Non-Ionizing Radiation of the World Health Organization and is the national contact point for the WHO programme, submitting national reports on research into the biological effects of non-ionizing radiation from 2003 to 2023. [2]

The RNCNRP is united within the sections on non-ionizing radiation with the Scientific Council of the Russian Academy of Sciences on Radiobiology and the Scientific Radiobiological Society of the Russian Academy of Sciences.[3]

Since 1998, the RNCNRP has been organizing national and international scientific conferences on the problems of electromagnetic safety of humans and ecosystems, including jointly with the WHO International Electromagnetic Project. [4]

All maximum permissible levels of electromagnetic fields in force in the Russian Federation have been substantiated by former and current members of the RNCNRP.

During the period of work, 7 collections of scientific articles were published under the general title “Yearbook of the Russian National Committee for Non-Ionizing Radiation Protection” [5]
