The Netherlands
In The Netherlands people are allowed to refuse a smart meter.
No court cases known about living in an apartment building, and in the constant radiation of smart meters and WiFi of all other apartments: on both sides, above and below; or living between houses with smartmeters and WiFi, in a street. In the Netherlands houses are built very near to each other, mostly even connected with each other, in a street-long row..
